About FLAG
In 2018, OFLC undertook a modernization effort to replace its legacy iCERT System with a modern case management solution, the Foreign Labor Application Gateway (FLAG), successfully transitioned the Prevailing Wage, H-2B, H-2A and the H-1B/H-1B/E-3 visa programs to the new FLAG system, and implemented a brand new CW-1 temporary visa program for employers located on the Commonwealth of the Northern Mariana Islands in 2019. In 2022, OFLC announced the expansion of its modernization efforts in FLAG to include the Permanent Labor Certification Program.
FLAG provides a modern, user friendly system for submitting labor certification and prevailing wage applications and communicating with OFLC throughout the application process. All decisions on those applications are issued electronically to filers and partner agencies via FLAG. Additionally, the system automatically posts temporary labor certification jobs on the Seasonal Jobs advertising site.
OFLC continues to make improvements to FLAG in an effort to improve filer’s ability to submit applications and communicate with OFLC about those applications. OFLC expects to begin accepting PERM applications filed through the FLAG system by the end of the 2023 calendar year.
